This presentation examines Ontario’s Civil Rules Review Project and the ongoing effort to modernize civil procedure. It focuses on proposed reforms intended to reduce delay, lower costs, improve access to justice, and make better use of court resources. The discussion addresses major reform ideas such as pre-litigation protocols, upfront evidence, streamlined originating processes, revised discovery, expanded mediation, a three-track process model, and sequenced implementation. Graduated University of Toronto Law School in 1988. In private practice 18 years primarily with Craig Boswell McDermot in Barrie, Ontario. Engaged in a broad range of civil and commercial litigation, including insolvency, construction liens, estates and family. Appointed to the Superior Court of Justice (Newmarket) in 2007. Appointed co-chair of the Ontario Civil Rules Review January 2024. Elected supernumerary status August 2025. Transferred to Toronto Region November 2025. Frequent presenter at educational programs for both judges and counsel. Proud supporter of Burnley FC

Jacqueline Fortner

Jacqueline joined Dyer Brown after practicing at a well-respected full-service firm in London where she gained broad litigation experience in the areas of motor vehicle claims, subrogation, health law, and occupiers’ liability. Jacqueline was called to the bar in 2016, receiving her J.D. from Western University.

Jacqueline is an active member of the Middlesex Law Association and is the past President of the Middlesex Law Association. She is involved in the London community, serving on the Board of Investing in Children. She has previously chaired the Ontario Bar Association’s Young Lawyers Southwest Division and has chaired continuing legal education programming for the Middlesex Law Association.
