Master Alexandre Kaufman

Master Alexandre Kaufman was appointed as Case Management Master in Ottawa in December 2018. Prior to his appointment he was a senior litigator with the federal Department of Justice. His practice, prior to his appointment, focused on administrative law and commercial disputes although he had a broad litigation practice that included procurement and trade remedies, contract and tort claims, and criminal law. He is the co-author of the Annotated Arbitration Act, 1991 and Annotated Ontario Arbitration Legislation. He also served as a part-time professor at the University of Ottawa’s faculty of law. Master Kaufman is a 2002 graduate of the Faculty of Law at Queen’s University.

Alexander M. Gay

Alexander M. Gay, B.A. (Hons.), M.A., LL.B., LL.L., is a Senior Counsel at the Department of Justice. He maintains a broad civil litigation practice, with an emphasis on commercial and trade disputes. Mr. Gay has appeared before all levels of court in Alberta, British Columbia and Ontario as well as the Supreme Court of Canada. He has represented clients before regulatory tribunals and boards, including the National Energy Board, the Ontario Energy Board, the Canadian International Trade Tribunal, the Alberta Securities Commission, the Patented Medicine Prices Review Board and the Competition Tribunal. Mr. Gay is a member of the Law Society of Alberta, the Law Society of British Columbia and the Law Society of Upper Canada.

James Plotkin

James Plotkin is a bilingual litigation and disputes partner with Gowling WLG. His practice focuses on commercial litigation and arbitration (international and domestic), intellectual property litigation and administrative law.

James has argued before the Supreme Court of Canada, the Federal Court of Appeal and the Federal Court, as well as all levels of court in Ontario. He also frequently represents clients in international and domestic arbitrations. James is certified as a Qualified Arbitrator (Q.Arb) by the ADR Institute of Canada and acts as arbitrator in commercial and intellectual property matters in both ad hoc and institutional settings. He is on the Vancouver International Arbitration Centre's (VanIAC) Expedited Procedure arbitrator roster and the Arbitration Place NextGen Roster of arbitrators.

In addition to his litigation and arbitration practice, James is involved in domain name dispute resolution, both as counsel and adjudicator. He is on the rosters of the Canadian International Internet Dispute Resolution Centre (CIIDRC) and Resolution Canada and regularly acts as a sole panelist and member of three-person dispute resolution panels.

James's public law practice entails both advocacy and advisory components. In addition to representing individuals and businesses in judicial review proceedings, he has acted as litigation counsel to the Chief Electoral Officer of Canada (Elections Canada) and the Canadian Judicial Counsel. On the advisory side, James is counsel to the City of Ottawa Election Compliance Audit Committee as well as the City of Ottawa Property Standards and License Appeals Committee.
